HVT Unit Application Form

Use this application form to apply for the LSPD High Value Target Unit. Fill out all sections with as much detail as possible. Incomplete or insincere applications will be rejected. Once completed, submit it to the HVT Unit Commander via the prescribed channel (e.g. email or website form) for review. A chain of command endorsement is required, so ensure your supervisor reviews your application before submission.

Scenario-Based Questions

Provide your answers to the following tactical scenarios. This is to assess your problem-solving, judgment, and application of tactics. There are no strictly “right” answers, but explain your reasoning. Answers can be written in first person (what you would do).

  1. Scenario 1 – Armed Hostage Barricade: A high value suspect has taken a hostage and barricaded himself in a 2nd floor apartment. He is on the LSPD’s most-wanted list for multiple felonies. Patrol has the building surrounded. The suspect is yelling that he will kill the hostage if police come close. As an HVT operator on scene (and negotiator is still 10 minutes away), what actions do you take immediately and how do you prepare for the possibility of a forced entry?

  6. Scenario 2 – High Risk Warrant Service: The HVT Unit is tasked with arresting a notorious gang leader (HVT) at his known safehouse. Intel says there are 4-5 armed guards on the property. It’s 0500 hours and the element of surprise is available. You are assigned as Breacher on entry team. Describe how you would approach the breach and clear in this situation, and list at least 3 specific considerations or precautions you’d take to ensure officer safety and successful capture of the HVT.

  11. Scenario 3 – Mobile Convoy Ambush: While transporting a high value prisoner to jail, your two-vehicle convoy comes under attack by unknown assailants in two cars attempting to ram and shoot at the convoy. You are the HVT Team Leader in the convoy. What are your immediate actions? Describe how you would respond to ensure the prisoner does not escape or get taken, and your team’s safety.
